Changes to How PA Schools Commemorate and Educate Students about 9/11: Understanding Act 55

The tragic events of September 11, 2001 left a permanent mark on the United States and the world. As we continue to honor the lives lost and the heroes from that day, it’s essential that we educate future generations about the significance of 9/11. Recent updates to Act 55 include specific provisions enacted to ensure that the events of 9/11 are properly commemorated and that students understand the historical and societal impacts of that day.

Key Changes Introduced by Act 55

  1. Mandatory Observance in Schools: Act 55 requires all public schools to observe a moment of silence at the beginning of the school day on September 11, to honor the victims and first responders. The moment of silence provides students with an opportunity to reflect on the significance of the day and the values of courage, unity, and resilience that it represents.
  2. Enhanced Educational Content: The Act mandates that the Pennsylvania Department of Education (PDE) provide model curriculum to schools to teach about the events and significance of 9/11. This content is designed to provide students with a comprehensive understanding of the events of 9/11, including the causes, consequences, and global impact. It also covers the heroic actions of first responders, and the importance of national security.
  3. Community Engagement and Activities: Act 55 also encourages schools to engage with their local communities in commemorating 9/11. This can include hosting events such as guest speaker sessions with first responders or survivors, organizing service projects, or participating in community-wide remembrance ceremonies. These activities help to foster a sense of civic responsibility and remind students of the importance of community solidarity in the face of adversity.
  4. Resource Allocation for Schools: To support the implementation of these changes, Act 55 provides resources for schools, including access to educational materials and professional development for teachers. These resources are aimed at helping educators effectively integrate 9/11 content into their lessons and facilitate meaningful discussions with students.
